Speaker Benge appoints 2 women to GCCA

Today Oklahoma House Speaker Chris Benge appointed House members to the General Conference Committee on Appropriations. This is a big honor as they will hammer out the details of the budget bills. Of the 22 named, 2 are women. That is 11% -- which is about the percentage of women in the House -- but not in the Oklahoma population! House GCCA appointments include the following 22 lawmakers:

Attend a brown-bag lunch on surviving abuse May 15, OK History Center

Eric Scott Thunander will share his personal story of how surviving abuse and disability didn’t deter him from accomplishing his goals. Thunander is the final speaker of the spring 2009 Practice and Policy Lecture Series to be held at noon, May 15 at the Oklahoma History Center, 2401 N. Laird Ave., Oklahoma City.

Thunander said, "A lot of people give up too easy because society says, ‘You're deaf. You can't do this. You can't do that.' People have always told me what I can't achieve, but I don't listen to them.”

Thunander is the author of “Silent Thunder: A Story of Overcoming Abuse, Disability and Depression”, released nationally in June 2008. Thunander is a 2007 communications graduate from the University of Oklahoma. He was a member of the 2000 University of Oklahoma National Championship football team and only one of a few deaf athletes to play at the NCAA Division I level.

The Practice and Policy Lecture Series is sponsored by the Oklahoma Department of Human Services, OKDHS Office of Faith-Based and Community Initiatives and the University of Oklahoma Center for Public Management. The yearlong series provides thought-provoking presentations by experts on Oklahoma’s emerging policy issues, trends and best practices. The lectures are free and open to the public.

For Breast Cancer Awareness, Meet Judi Grove

April 21 was "Breast Cancer Awareness Day" at the Oklahoma State Capitol. The Oklahoma Gazette had a nice article by Charles Martin April 15 on the event and breast cancer awareness. Featured prominently was Tulsa activist Judi Grove, founder of Breast Impressions which raises awareness through art and other projects. The mission of Breast Impressions is
to increase breast cancer awareness and fund raising to support breast cancer education, prevention and treatment. We donate breast casting kits to women who have recently been diagnosed with breast cancer, to make a memory prior to surgery.
Grove is doing remarkable things to raise public awareness; read about her here. You can also see an interview with her here. Did you know that health care insurance plans in Oklahoma do not cover the cost of a mammography until a woman is 40 years old; so how do we catch breast cancer in young women?

Christine Byrd Running for Chair, Oklahoma Democratic Party

Since I am forever nagging about the need to get more Oklahoma women to run for and elected to public office, I should mention that a woman is running for Chair of the Oklahoma Democratic Party. Christine Byrd (currently the party's political director) has joined Todd Graham (currently the party's acting director) in declaring as a candidate for the chairmanship slot.

"She said she'd like to see Democrats recruit more women to run for office."
Ditto! Oklahoma ranks 49th in the nation in women serving in our state legislature. And research shows it DOES make a difference - in numerous positive ways, I might add - when there is a substantial number of women in a political body.

Women legislators (as well as bills addressing issues impacting women and girls) are less likely to be marginalized. Women legislators operate in a more collegial manner (we could use a little more of that this session it would seem). They are more likely to let marginalized groups affected by legislation be heard during formulation of bills (which would be refreshing also).

This is National Women Build Week and the Cleveland County Habitat for Humanity has about 30 women ready to work on a home in Norman on Saturday. Terri White Now Officially OK Secty of Health

Congratulations to Terri White who was officially confirmed as Cabinet Secretary of Health yesterday. The motion to confirm was introduced by Sen. Rice. It was approved by the Oklahoma State Senate 47-0. White has served as Commissioner of the Oklahoma Department of Mental Health and Substance Abuse Services for two years and, before that, she was deputy commissioner of the agency. Here is a story about her appointment last January.

Today at the unveiling of the bust of Sojourner Truth, Secretary of State Hillary Rodham Clinton spoke. Her remarks began:
What a wonderful day it is to be here in Emancipation Hall for this great occasion when Sojourner Truth takes her rightful place alongside the heroes who have helped to shape our nation’s history.

1st Sculpture of Black Woman in US Capitol Unveiled Today

Today, First Lady Michelle Obama will help unveil (sculptor and painter Artis) Lane's bronze bust of Sojourner Truth, a former slave and women's rights activist, that will be the first sculpture of a black woman in the U.S. Capitol. The ceremony will take place in Emancipation Hall at the newly opened Capitol Visitor Center.

US Senator Arlen Specter Switches to Democratic Party

Alen Specter has announced he is switching to the Democratic party. If Al Franken makes it into the US Senate (please, Minnesota, make up your mind), the Democrats will have 60 votes! This is huge. Read more... and "The Hill" analysis here. As the Hill says:

Do Re Mi in Antwerp Central Station (Enjoy)

More than 200 dancers were performing their version of "Do Re Mi", in the Central Station of Antwerp. with just 2 rehearsals they created this amazing stunt! Those 4 fantastic minutes started the 23 of march 2009, 08:00 AM. It is a promotion stunt for a Belgian television program, where they are looking for someone to play the leading role, in the musical of "The Sound of Music".

OU Offers Briefing on Obama's Education Reform Initiatives

On May 2, 2009, the Oklahoma Educational Studies Association is hosting a conference on campus titled "Honoring Cultural Wealth." Conference honoree is Jane Roland Martin, professor emeritus of philosophy at U Mass. Conference keynote speaker is Susan Douglas Franzosa, dean of graduate school of allied professions at Fairfield U. General conference from 8:00am to 4:00pm. Special panel session (free and open to the public) on President Obama's proposed initiatives for education reform is from 4:10 to 5:30pm. OETA's OK Forum discusses Ten Commandments on Capitol grounds

According to OETA's website, Oklahoma Forum today (Sunday, April 26) focused on
"the role of the Ten Commandments in the development of American law and the legal and ethical issues related to the posting of a Ten Commandments monument on the grounds of the Oklahoma State Capitol."
Sorry I missed it but I'll download the podcast and listen to it; I wonder if OETA doesn't re-run this show again during the week.

Guests were Joseph Thai, professor of Constitutional Law at the University of Oklahoma College of Law; Dr. John Starkey, Millhouse Professor of Theology at the Oklahoma City University Wimberly School of Religion and Graduate Theological Center; and Andrew Spiropoulos, professor of Constitutional Law at the Oklahoma City University School of Law. John and Andy were at a retreat last weekend I attended at Quartz Mountain. John led a Sunday morning interfaith worship service. He is such a blessing to Oklahoma!

See especially "Women Helping Women" about programs in Oklahoma tackling some of the worst statistics on the status of women in our state. Marilyn Murrell would like to see this disparity reconciled." Me too! Thank you, Mayor Murrell, for the hat tip to the NEW Leadership program at OU's Carl Albert Center.

I'm a little sad there was no mention of the work of the Oklahoma Women's Coalition but you can't have everything, right? This is an issue worth buying and saving. Kudos, Oklahoma Magazine, for a job well done.

Oklahoma Women Traveling to Rwanda

Oklahoman Terry Neese runs the Institute for Economic Empowerment of Women which helps women abroad learn business skills. Her focus these days is Afghanistan and Rwanda. She has several Oklahoma city women (see below) involved as well:
Our upcoming 2009 Peace through Business® graduation in Rwanda will have mentors from the U.S. in attendance! Mary Melon (Publisher, The Journal Record), Martha Parker (IEEW Board Member), Darcie Harris (Founder, EWF International), Desma Reid-Coleman (IEEW Board Member), and Lin Weigel (Chief of Staff for IEEW) will travel to Rwanda on May 1st and will be a part of the graduation ceremonies. They will conduct a mentor lecture series for our students enrolled in the program. The 15 women selected to travel to the U.S. will be announced at the reception where dignitaries will include the Minister of Gender, Minister of Education, Minister of Justice, and U.S. Ambassador Symington. It will be a very festive graduation and a busy week. We want to offer our complete and heart-felt thanks to Eron Nsenga and Holly Hixson for their dedicated efforts to making the Rwandan In-Country magnificent!
Last I heard, Mary Melon, Darcie Harris and Lyn Weigel are all Oklahoma City residents.

April 28 is "Equal Pay Day"

Tuesday, April 28 will mark Equal Pay Day this year — the point in 2009 when the average woman’s wages finally catch up with what the average man earned in 2008. The National Women's Law Center is encouraging people to join the conversation by blogging, tweeting and/or posting on Facebook about the importance of fair pay for women. Bill Would Provide Tax Break for Some Military Spouses

OKLAHOMA CITY –Spouses of disabled veterans may soon receive a sales tax break thanks to state Sen. Don Barrington and state Rep. Ann Coody.

Senate Bill 489, by Barrington (R-Lawton) and Coody, would grant surviving spouses of a 100-percent disabled veteran a tax break of up to $15,000 on the sales of tangible personal property or services. It would also make refusal on the part of a vendor to honor the tax break a misdemeanor.

“We need to honor the families of the troops who’ve been injured to protect our freedom, and what better way to do that than take care of their spouses and families,” Coody, R-Lawton, said. “The families of these veterans have also sacrificed and therefore deserve to receive the tax break.”

According to the Oklahoma Department of Veteran Affairs, there are about 2,364 surviving spouses who would qualify for the exemption. Those spouses would save an estimated $987,000 combined in fiscal year 2010 and $1.74 million in fiscal year 2011.

Coody said the tax break would not apply if the spouse remarries.

Senate Bill 489 passed the House unanimously today, April 21, is now expected to go to a conference committee.

Federal Stimulus $ Goes to OK Women's Shelters

OKPolicyBlog reports that:
One component of the federal stimulus bill (ARRA) provides $225 million in increased funding to states to combat domestic violence. Oklahoma is in line to receive $1,773,156 from the STOP formula grant award. According to the U.S. Department of Justice website, STOP grants are intended “to promote a coordinated, multidisciplinary approach to enhance services and advocacy to victims, improve the criminal justice system’s response, and promote effective law enforcement, prosecution, and judicial strategies to address domestic violence, dating violence, sexual assault, and stalking”. Oklahoma will also receive an additional $156,250 to help support dual domestic violence and sexual assault coalitions.

I spoke with Marcia Smith, the executive director of the Oklahoma Coalition Against Domestic Violence and Sexual Assault about how Oklahoma’s funds will be allocated. Under the terms of the grant, 70 percent of the state’s STOP grant funding will go to law enforcement and the courts, and 30 percent will go to victims services providers, awarded via a competitive allocation process. Shelter operators expect to use the stimulus funds to avert layoffs and the closure of satellite offices, and to establish an economic empowerment program for survivors of domestic violence.

We hear a lot of griping about the stimulus bill being just so much “pork” and “government spending out of control”. In reality, for providers like Day Springs and survivors like Grace, it’s about nothing less than saving lives.

The Oklahoma House of Representatives voted today on SENATE JOINT RES 24 which would recognize "Do You Realize?" as the official Oklahoma State Rock and Roll Song. It needed 51 votes to pass but only got 48 - short just 3 votes. 39 people voted NO and 14 were "Excused" - ie didn't vote (presumably they were away from the State Capitol Building ).

Want to help women suffering from postpartum depression?

The state of Oklahoma is woefully under-represented in the list of individuals supporting passage of the Melanie Blocker Stokes MOTHERS Act, federal legislation already passed by the U.S. House and awaiting a vote in the U.S. Senate to fund increased research into the causes of postpartum depression and provide for increased services for women who need help. In fact, it is Oklahoma Senator Tom Coburn who is the greatest opposition to this bill being passed. We need Oklahomans to speak out on behalf of maternal mental health.

I’m sure there must be professionals and consumers in Oklahoma who care deeply about serving new mothers with postpartum depression and related illnesses – doctors, therapists, friends, family, social workers, survivors, advocates and organization members. We truly need your help in adding as many names to the list as possible, because there seems to be major apathy in getting people to speak out, while at the same time the opposition to the MOTHERS Act is contacting the U.S. Senate in droves. Susan Stone, past president of Postpartum Support International, is maintaining the list of supporters on her website at www.perinatalpro.com.

For your reference, this bill is already endorsed nationally by the March of Dimes, the American College of Obstetricians and Gynecologists, the Association of Maternal & Child Health Programs, the Association of Women’s Health, Obstetric and Neonatal Nurses, the Children’s Defense Fund, the National Association of Social Workers, the National Organization for Women, Postpartum Support International and the Suicide Prevention Action Network, among many others.

Anyone at all interested in being listed needs to email me ASAP with their name and state (and any credentials should they have them – MD, LCSW, etc.). We are also seeking the endorsement of entire organizations in addition to the list of individual supporters. Please note that participants will not be put on any mailing list. Silver Alert Signed Into Law - Will Benefit Oklahoma Seniors

Gov. Brad Henry signed legislation into law today that will create a statewide system to swiftly alert authorities when a senior citizen goes missing.

House Bill 2030, by state Rep. Kris Steele, directs the Department of Public Safety to develop and implement a statewide “silver alert” system to be activated on behalf of a missing senior citizen in cooperation with the Department of Transportation, the Department of Human Services, any local law enforcement agency, the Oklahoma Association of Broadcasters and any other appropriate state or local agencies.

“The state’s Amber Alert system has proven invaluable in locating missing or kidnapped children,” said Steele, R-Shawnee. “I believe the Silver Alert will do the same in cases where an elderly person has walked away from a nursing home or simply cannot be located. I am pleased to see this legislation become law.”

In 2006, lawmakers approved a resolution calling for the creation of a Silver Alert system, but it is not required by law at this time.

The system is primarily designed to locate missing senior adults whose disappearance poses a threat to their safety or health. An additional provision of the law also allows the Silver Alert to be activated in the disappearance of a person with Alzheimer’s disease, dementia, or similar health issues.

Several other states have approved similar laws, Steele noted.

The new law will become effective Nov. 1, 2009.

After receiving unanimous approval from both the Senate and House, Senate Bill 894 by President Pro Tem Glenn Coffee now awaits the Governor’s signature into law. Senate Bill 894 allows a rape victim to have access to medical care immediately without having to file legal charges against her attacker.

Rape victims are often too traumatized to seek medical assistance when they know their case will be immediately reported to law enforcement. (Under current law, a nurse or other medical professional is required to contact local law enforcement at the time a rape victim seeks medical attention.) If SB 894 is signed into law, a victim can seek help, and pursue legal recourse at a less stressful time in the following hours or days.

"Victims of sexual attacks often delay seeking critical medical treatment due to the fear of dealing with legal consequences,” said Pro Tem Coffee. “The reforms in Senate Bill 894 supply security and peace of mind to the victims of these cruel, violent acts, giving them the time they need to seek legal action under less pressure,” Coffee added. “Oklahoma is also brought into compliance with the federal Violence Against Women Act through Senate Bill 894.”

Help Stop Sexual Assault in the Military

Countless military women and military spouses are victims of sexual assault and domestic violence. It is estimated that rates of marital abuse in the military are two to five times higher than civilian rates of domestic violence. Moreover, one in three women in the military will be sexually assaulted during their tour of duty.

On Feb. 3, Rep. Louise Slaughter (D-N.Y.) reintroduced the Military Domestic Violence and Sexual Assault Response Act (H.R.840) (see HERE and also HERE). The bill works to reduce violence against military personnel and their families by enhancing programs of prevention and deterrence, improving victim services, and strengthening provisions for prosecution of assailants.

If passed, this law will establish a Victims' Advocate Office within the Department of Defense (DoD) which will be responsible for assessing the services provided to military personnel who are victims of domestic violence, sexual assault, or stalking. In addition, the bill directs the Secretary of Defense to ensure that every branch of the military provides victims' advocate programs and violence prevention training.

The Military Domestic Violence and Sexual Assault Response Act protects victims by prohibiting retaliation for reporting assaults and calls for the employment of a sexual assault nurse examiner, psychiatrist, and clinical team at each DoD treatment facility. It also provides court-martial punishment for violations of "no contact" orders or protective orders.

Why not email your US Member of Congress (mine is Mary Fallin) and ask him or her to sign on to this bill as a co-sponsor?!

Child/Dependent Care and Income Taxes

The National Women’s Law Center has released its April 2009 update to its Making Care Less Taxing report. This comprehensive report is designed to help state advocates and policy makers develop the best child and dependent care tax provisions possible. This update reviews changes to state and federal child and dependent care credits in 2008, including:

• Previously legislated changes to existing child and dependent care tax provisions in Oklahoma, Georgia and Louisiana that took effect for tax year 2008;

• Changes to the definition of "qualifying child" that affect the federal child and dependent care credit; and

• Highlights of new IRS regulations on the definition of "custodial parent" as it relates to separated or divorced parents who claim the federal child and dependant tax credit.

The Center looks forward to working with advocates to establish or improve child and dependent care tax credits in their states.

Did dating violence lead to murder of girlfriend by Tulsa youth?

Kaitlyn Finnegan, an 18-year-old Bishop Kelley High School student, was shot and killed last Saturday night by a 17-year old boy who was her boyfriend or former boyfriend police believe. Read the Tulsa World story here.

Once again we get out our black ribbon to wear in memory of Kaitlyn Finnegan - yet another Oklahoma woman killed by her partner.
Recent statistics show that Oklahoma ranks fourth in the nation for the number of women who are killed by men.

Kristy Stewart with Norman's Women's Resource Center Receives National Honor

The National Sexual Violence Resource Center (NSVRC) has announced the 2009 recipients of the Visionary Voice Award. This award recognizes the creativity, hard work, and dedication of individuals around the country working to address and prevent sexual violence. Winners are selected by their respective state, tribal, or territory anti-sexual violence coalitions and represent a wide range of individuals doing this critical work at the local level. Twelve individuals were honored this year including Kristy Stewart of Oklahoma. According to the NSVRC website,
"Kristy Stewart has been Coordinator of Crisis Services at Women’s Resource Center in Norman, OK, since 2002, having served as a women’s advocate since 1984. She quickly advanced from Intake Worker to Women’s Advocate to Supervisor to her current position. Kristy is actively involved in the Oklahoma Coalition Against Domestic Violence and Sexual Assault, especially in the area of legislative initiative and technology development. Kristy led her agency’s efforts in developing a model rape crisis center on the campus of Women’s Resource Center that has set the standard for sexual assault services in Oklahoma."
Congratulations, Kristy! The NSVRC provides resources and information on sexual violence to rape crisis centers, state, territory and tribal coalitions, allied organizations, agencies, educators, media and the general public.

Senate Bill 702 Addresses Sexual Exploitation of Students

House Committee Backs Bill to Block Sexual
Exploitation by School Officials, Persons of Authority

OKLAHOMA CITY (April 8, 2009) – Legislation sponsored by state Rep. Todd Thomsen that would increase the penalties for kidnapping and remove consent as a factor in the rape of a student by a school official or other person of authority has been approved by the House Judiciary Committee.

Senate Bill 702, by state Sen. Susan Paddack, R-Ada, and Thomsen, R-Ada, would enhance the protection of students by making consent a non-factor in the rape by instrumentation of a student less than 20 years of age. The bill would also increase the penalty for kidnapping from 10 to 20 years.

“In Oklahoma, we have heard of too many cases of teachers, coaches and other school officials abusing the authority they have over their students,” Thomsen, R-Ada, said. “Though there are already statutory rape laws here, I thought it would also be necessary to ensure students above a certain age were protected. Even if the relationship is consensual, what these provisions do is clearly delineate the barrier that is very necessary for the protection of both the school official and the student from inappropriate sexual misconduct.”

The bill also refers to federal, state and local government officials such as police who have authority over an individual. Thomsen said he hoped that by expanding state law on rape, it would be made clear that the issue is not just age but the power one person holds over another.

“In the same way that employers are not simply allowed to take advantage of their employees, law enforcement officials should not take advantage of those they arrest and teachers and other school officials should not be coming onto or following up on any advances from their students,” Thomsen said. “As adults, we instill values in our children and youth. What does it tell them when we let people in authority take advantage of their positions and psychologically damage a young person for years?”

Tulsa's Battered Women Shelters Full for First Time

The Tulsa World reports today that, for the first time, the battered women's shelters in Tulsa are at capacity. Why? Cindy Meredith, assistant director.of Day Spring Villa Women and Children's Shelter in West Tulsa, blames the economy.“Anything that puts stress on a relationship causes men who are abusers to escalate their behavior,” she said. Oklahoma House Democrats Launch Website

How do you track what is happening in the Oklahoma Legislature? the Governor's Office? other state agencies?

One thing I'm always doing is searching for informative websites. So I was pleased to see that Democrats in the Oklahoma House of Representatives have launched a website: okhousedems.org. Their press release said in part:

“We’re proud to be launching this new project, and we believe it will help us all keep our constituents better apprised of what we’re doing at the Capitol,” said Democratic Leader Danny Morgan, D-Prague. “House Democrats want to make every effort to be as open and accountable as possible to our constituents. A website is a great way to do offer the public as much information as we can give them so they can explore it on their own time.”

Rep. Morgan noted that the website remains an ongoing project, but already site visitors can find an archive of press releases, editorials and videos from this session featuring Democratic legislators.


I admit to a high state of confusion when it comes to technology but -- is this a "website" or a 'blog" anyway? Seems bloggy to me - which means you can add it to your news aggregator (try Bloglines.com) to keep track of posts to the site.

OK Blood Institute Top Nonprofit Per Awards Event

The Oklahoma Center for Nonprofits handed out best-of awards Saturday night in Tulsa. Top award went to the Oklahoma Blood Institute. Others honored included Special Olympics Oklahoma, Great Expectations Foundation, Sunbeam Family Services, Inc., Oklahoma City Museum of Art, Good Samaritan Health Services, OU School of Community Medicine, Youth Services of Tulsa, The Education and Employment Ministry, Inc. Future of African-American Heritage Plaza in Question?

Thursday, April 2 was the last day that the Senate could hear an important bill to honor African-American heritage said Representative Mike Shelton. His and Senator Connie Johnson's bill, HB2125, would have extended the fundraising deadline for completing theAfrican-American Heritage Plaza.

However, the Senate leader, Sen. Glenn Coffee, refused to hear the bill. Senate leadership was asked specifically why they did not want to hear the bill they reported said, (they) don't believe such display should be on the capitol grounds.

Senator Shelton went on to say "HB2125 would cost the state absolutely nothing. It would harm absolutely no one. There is no reason for Sen. Coffee not to hear this bill unless he wants to willfully ignore the history of African-Americans in our great state."

Concerning HB2125, Senator Connie Johnson says, "While the bill did not come out of committee (technically it is still alive and available to be heard next year-but justice delayed is justice denied), the concept is still alive and well, and can be placed in another bill at some point, however, we will still face the same sources of opposition, the most significant of which was Sen. Mike Johnson, Senate Appropriations Chair, who refused to hear the bill in appropriations."

Further she said, "Mr. Johnson's reasons for not hearing the bill were that he felt such a display belonged elsewhere other than the capitol grounds (where every other culture in Oklahoma at the time of statehood is represented). He felt we should raise the money first and then ask for the site-we told him and he knows that is not the way this works."

Senator Connie Johnson went on to say everyone needs to be aware of the need to strategize and to offer such strategies to her office.

Oklahoma Supporting Single Mothers Pursuing College Degrees via "SMART"

Today there are more than 25,000 single parent students attending Oklahoma colleges and universities. Overwhelmingly, these are women balancing parenting, college and jobs.

SMART is an acronym for Single Mothers Academic Resource Team; SMART is committed to identifying pathways for all single parents who wish to complete a higher education in Oklahoma.

Why should this matter? There are a multitude of reasons:

~ Assisting single parents improves graduation rates for Oklahoma's colleges. This generates a multiplier effect: new college graduates with families are more likely to stay in Oklahoma and become a part of our professional workforce. Those campuses that make a multi-sector effort to be “adult-friendly” see increased enrollment because they appeal to the 31% of Oklahoma college student who are 25 or older.

~ Households led by single mothers collectively face daunting economic challenges: affordable housing, appropriate child care, health care benefits to name just a few. Many women are forced to rely on federal and state assistance programs and yet still live below the poverty threshold. In Oklahoma, nearly one in four children lives in poverty[1] and one third of all Oklahoma children are raised in homes where no adult has an education beyond high school.[2] Yet, we know that parental income level is the best predictor of a child’s educational attainment. A college education provides a family with the earning power to move out of impoverishment and off of assistance programs that costs Oklahoma taxpayers millions annually. Federal and state governments pay up to $2,000 less per year on social services for persons who have a college education.[3] Considering the nearly 30,000 single parent students in Oklahoma, we are on our way to saving $60 million dollars annually in social services.

~ Supporting single mothers as they complete their higher education goals diminishes the dismal statistics about Oklahoma women including the fact that not even 1 in 7 completes four or more years of higher education.[4] At the national level, less than 5% of single mothers graduate from college. [5]

~ A college education for single parents is not only about better jobs and increased incomes. Historically, college graduates are more active in our political processes and contribute more of their time and resources to their communities because they exhibit a greater awareness of current political and social issues, community needs and government policies that impact their lives. Overall, college graduates pay more taxes, are less likely to be imprisoned and enjoy better health and health care coverage.[6]

~ Most importantly, a parent with a college education models a legacy for their children where goal setting and academic achievement are valued. It sets a new tradition: In this family, we go to college.

SMART is the result of collaborative funding on the part of the Women’s Foundation of Oklahoma, the Oklahoma State Regents for Higher Education (OSRHE) and GEAR UP. It is seeking to identify and advocate for pathways that enable single mother students (SMS) to complete their higher education goals.

There are programs already in place at many of Oklahoma's public college campuses that assist single mother students. One of these is Project Second Chance (PSC) at Oklahoma State University – OKC Campus (See Appendix B).

PSC, housed at The Learning Center and under the direction of Karen Kruse, is the state’s longest established program to assist single parent students. This program offers a myriad of services to approximately 1,000 single parent students annually including completing financial aid forms, supporting an emergency food pantry, family-friendly campus events and a Single Parent’s Student Association. Karen secured seed money through grants and then, by demonstrating how effective her programming had been, was able to receive additional support from the campus itself.

There are many excellent ways to make a difference on our college and university campuses and many of these interventions are cost effective. Consider, for example:

· Advertising the pediatric services available at your campus health center

· Providing a basket of children’s books at academic advising offices

· Designating a portion of married/graduate student housing for single parent students

· Starting an organization for single mother students

· Providing faculty mentors for single mother students

· Adding high chairs to common eating areas

· Reviewing the hours of operation, costs and waiting lists at community child care centers

· Advertising the children’s literature available for check-out at your campus library

· Offering textbook scholarships to eligible single parents

· Providing budgeting workshops and financial education (including financial aid advisement)

· Offering a new student orientation session that is family-friendly

· Encouraging student organizations to take on service projects that meet the expressed needs of single mother students

· Hosting holiday events on campus specifically geared toward families

· Developing a graduation plan for single parents where they can visualize the milestones
they must achieve to complete their degree

Most importantly, research indicates that all Oklahoma campuses offer services for single parent students but they are not doing a good enough job marketing these resources to their student population. Each campus should consider:

~ What can we include in admissions packages?

~ Where do we need to advertise to reach single mother students?

~ What minor modifications can we make right now?

The SMART Team invites colleges across Oklahoma to join them in this statewide effort. 25,000 families are depending on you to help them achieve their college dreams.
